Homebrew Why can't I use the eShop and the Internet Browser on a NZone Connection?

I have set up a Nintendo Zone at home, but the eShop, and the Internet Browser both display this message:

This service is not available at your location.
Please use another service.

I don't know why that is. The Nintendo Support Webpage states otherwise.

Instructions for connecting to a Nintendo Zone.

No setup is required to connect to a Nintendo Zone. As soon as the system is in range of the Nintendo Zone, it will automatically connect to the Internet and access all applicable features (Nintendo eShop, Browser, etc). When connected online, the wireless icon in the top-left corner of the Nintendo 3DS HOME Menu will turn blue.

Other stuff, like Multiplayer and Miiverse work fine. Any ideas?

Could it be because you're using a CFW emunand?

Use a different SSID. NZones have flags that determine what services can be used on that SSID.

I'm using "NZ@McD1". What else can I use?

Oh, and one other thing. The Zone doesn't have any kind of page. It always says something like

Page not found.

Welp, looks like I'm gonna have to stick to CIAs, and never open the eShop again, because it deleted my darn custom theme. (Even though I read it can't do that on emuNand...)
Well, at least I have the Internet Explorer, which is nice.
