who decides which number which release gets? do release groups really talk and say "hey 6rz, can you wait until we dumped xyz first so you can get number 1234"?
Each website keeps their own list, and usually it's based on the ROM's pre order. But the scene itself doesn't really keep a list themselves, except sometimes a list of a group's own releases.
They're just numbered in the order they got released as dumps. There's no big sinister secret to it, the next game to get dumped gets the next number. Thats all.
If you look at various ROM sites, they will all have their discrepancies and slight variations to the numbering where a game may be a number or two off from another site.
