A surefire way to make sure you can hack it is check for an auction that tells you the FW it's on.

EXAMPLE. It's new, but little would you know it's a special holiday bundle from a few months back for Christmas. This PSP comes with a stock FW HIGHER than 6.35 and it can't be hacked.
I just received one of these factory sealed off ebay for $95 shipped. It has a date of manufacture of 10-19-10, I have not opened it yet to confirm because I may keep it to resell, but my searches have showed that Official Firmware 6.35 was released 11-24-2010 and 6.37 was released on 1-20-11. These holiday bundles were black Friday specials and were in stores the day after Thanksgiving. So I am going to make an educated guess here and say its a 6.31.
