Before you use TBR you should probably do some more reading.
It's mentioned in most of the guides that use TBR I'm sure, and even then you should be familiar with how to run/install apps such as TBR (the most basic kind).
Using TBR is another story, and I hope you have a good guide if you're not confident. It's not difficult but if you can't get the first step of installing/running it, you should definitely be careful.

put them (boot.dol, icon.png, meta.xml) in the root inside a folder called TBR or whatever you want.
