Well your title question is relating to CPU fan. I thought its obvious that the air flow should always blow towards the heat sink. That is what a heat sink does, cool down or keeps your CPU at certain threshold and the fan increase the efficiency of the sink, provided it is blowing in the right direction.
After all the purpose of a CPU fan should be blowing on the fins of the HS to force the heat out.

if you exhaust out the back, then the cpu fan should also exhaust towards the back aswell.
