When is the Game Boy Player turned on?

I'm curious about when the GBP turns on. As in, does it turn on when the GameCube is turned on, or when it is being used by the GameCube? I couldn't find any information online about this seemingly simple question.

I believe it receives power right away.
The disc isn't even required to use the hardware and can be accessed with a save file hack.
