My specs are:

RAM: Kingston 8GB DDR3 PC1600
Processor: AMD A6-6400K 3.9 GHz Dual Core
GPU: Sapphire R7 360 2GB DDR5ATI PC-IE
PSU: Thermaltake Litepower 500W
HDD: Hitachi 320gb 7200rpm OEM SATA
DWR: Samsung SH-224FB/BSBSSM 24X DVD-W SATA
MB: Emaxx A70FM iCafe Mother Board

My internet's here:

Yeah, I know. It sucks. Worse is, I pay $39.99 per month for it. (Sucks to have an internet connection in the Philippines)

Use 2500 bitrate at 720p or even 540p. If you care about maintaining the least possible amount of lag, choose hardware-based encoding (if your GPU supports it), but prepare for a severe downgrade in quality.
If you want to get serious into streaming invest more time and financial resources into your hardware. Consider switching ISP's as well.
