Hacking what is wad creator

i went to waninkoko's site and seen this wad creator.
this was the description

it says it extract an application that can extract any title (application) to a storage device as a wad.what application does this extract.its not a game is it because i don't know if a game really counts as an app.

edit: oops, it extracts basically anything that can be extracted to a wad (so IOS/.../all the other thingies anytitle deleter shows)

Wad Creator is a program that allows you to extract any wii system files or wii channels (wiiware, vc, channels) on to your sd card in the standard WAD package format.
