They are basically what you just described. To be more precise, they are nds apps you can install to the DSi home menu using a PC.

Unfortunately, the stuff needed to so is unreleased, so you can't use them yet.

Well, there's TWLIt for PC, which an unreleased (iirc) version can make TIAs.
