It's an arm11 kernel hax that is unreleased but patched on 11.2. It was discovered by derrek and nedwill separately and, allegedly, will be revealed at 33c3 (hacker con - dec 27) by one or both of those two unless @dark_samus3 figures it out first - as he is working on it.

From 3dbrew:
svcWaitSynchronizationN does not decrement the references to valid handles in an array before returning an error when it encounters an invalid handle. This allows one to (slowly) overflow the reference count for a handle object to zero.

This exploit should allow you to install dsiwarehax without a second 3ds and install legit cias. This is not to be confused with veryslowpidhax, which is very different and theorized to take 6 years to trigger.

1 and 2 are already answered.
3. that or legends of exidia (or 4 swords anniversery - you have to already have it) httpwn can allow you to access eshop on lower firms to get them.
4. 20 minutes to 4 hours depending on code optimization.
