what can i do with it everone using it is it better than rxtools i want to try this on my 2ds but i dont know what it is so waiting for your answers

A quick search would have answered literally all your questions. A9LH is the latest hack which allows you to modify the files on your 3DS before it even boots. This allows for faster, more reliable booting into custom firmware, and provides a safe way to restore from backups without the need of a hard mod.
Trying to compare a9lh to rxTools isn't even homogeneous. You can compare rxTools to Luma, rxTools to Decrypt9, a9lh to menuhax, a9lh to MSET, but not a9lh to rxTools, not rxTools to MSET, etc.
This doesn't answer your question but the others are right, you can find the answer with a bit of searching seeing how everyone was talking about that a few weeks ago.

i used to go out to the recycling center every couple weeks and look at the crts and other electronics people would drop off. Usually screens were broken or severely scratched from being tossed around. Did find a good one here and there, but never anything like a 1080i widescreen crt. -

Is it piracy if it was released for free? Not in my opinion, but I also think it's not piracy if buying it isn't owning it, and it's not piracy if you can't buy it from the original creators anymore. -
