So I just got a brand new unopened DSi XL, which does skip the health & safety screen on cold boot like 98% of the times (the other rare 2% of the time that screen appears), checked if there was any CFW with button combos at boot, there isn't, I have double checked that the console hasn't been never opened and there's no mods on the NAND filesystem, also checked to reseat the WiFi board and also to swap it with other two known good ones, still the same. Aside from that "h&s skip thing" the console works perfectly fine.
Some have told me this could be due to a bugged I2C chip on mainboard, which is not programmable supposedly? and that it's not remembering or managing correctly to tell other parts of the system when a boot is a cold boot or a hot power button reset, so the system makes somewhat a cold boot behave like a hot reset.
This doesn't seems to have any significant impact on a stock NAND aside from the h&s skip thing BUT... when installing Unlaunch the console isn't able to boot at all (only blue power LED) and the safe mode button combo at power up doesn't work either, but this happens the 98% of the times I power up the console, the other 2% times Unlaunch works and everything on the console works perfectly, even after several hours of use and days without shutting it off putting it into sleep instead of fully shutting off.
So to me it seems like when the I2C chip h&s thing skips happens on cold boot it matches the fact that Unlaunch can't boot up the system, which is a shame and very unconvenient to have a console that boots only 2% of the times.
I then tried to restore the stock NAND backup when managed to have Unlaunch to boot after a lot of tries and the behavior now is the same as initially before modding, that is it always boots but with that h&s thing skipping 98% of the time.
