Homebrew Websites that play nice on the 3DS browser

Does anyone know how to structure a Web page so it will look nice on the 3DS? I'm learning bootstrap CSS so I can manage the small screen but I was thinking in terms of having a div that would automatically fill the top screen or the bottom screen, and maybe take inputs from the buttons so maybe circle pad would scroll it up and down etc. Maybe nothing like that is possible but thought I'd check just in case.

Ooooo, what website are you making?
For one of my Java assignments I was making a chat room, and a friend of mine is in hospital and she isn't allowed to have a computer or mobile phone, but she can have a 3DS so I wanted to make it a bit easier to use so we can talk while she's in there.
