A lot of site owners catch on to the use of VPNs, especially free ones. They ban the IP ranges of these VPNs. If you can't afford a private one then don't bother.

Are you asking for a VPN to access the bittorent site or a vpn for the torrents to be tunneled through? If it's the latter, I'd recommend going to the forums of whatever client your using (qBittorent, Transmission, whatever) and asking them as to how to set up a VPN.

You can always just route all your traffic through TOR on whatever OS you have installed now. Tails is meant to be ran as a Live distribution and not actually installed.
