If you're discounting leap years then it would just be "365 [except on leap years]".
Including the .25 implies the extra day, negating the need for specification.

It's only because the .25 isn't counted on three years out of four that we add the extra day anyway. If you have a system of measurement which includes the extra .25, then there is no leap year.
