I think in this case you will have to pick each character and make a code for each one. Though its odd that it only works with one character i think this could be because each one has different amouts of current or max health.

That mean each character has their own health. You will have to find cheat for everyone, then place/copy them into one cheat to activate all at once.

Technically your code may working, just the game not using the same range. When you use memory viewer, the seg0 and seg1 show and the offset is use to make $B code. But some game on new game/continue decide to use other space. For example when load first time, use space 1, when load 2nd time use space 2. These kind of game use pointer to direct the memory location they read, so a fixed $B only focus on space 1 will not work for all times.
PS: on other hand, there are game which change the memory range they use, but they only use 1 space, which is offset a fixed range from the start of seg0 or seg1, make them the perfect use for $B code

PS: on other hand, there are game which change the memory range they use, but they only use 1 space, which is offset a fixed range from the start of seg0 or seg1, make them the perfect use for $B code
