Gaming Virtue's last reward stealing music from Hotel Dusk?

I loved Hotel Dusk back in a day and I wanted to play it again. Then I noticed that sound that plays when Kyle is shocked over the phone in the intro (0:46) is exactly the same as the one used on the title screen of Virtue's Last Reward (1:57). Am I a slowpoke here? It's just surprising to hear that creepy tune in this kind of game...

What? I don't hear anything at 1:57 in that video.

Also using a similar tune is not the same as copying music. If it was, then all music in the last few years would've copied something else.

I don't think it's stealing per se. I think it's more on the lone of making a song with a simian feel. So you can say the hotel dusk theme was inspiration
