you should compare ntr plg and gateshark. high level functional cheats could consider as romhack.
ips is romhack...
for any ips patch, you can certainly create a corresponding ntr or gateshark code, but not vice versa.

Figured it might be easier with an .ips patch over NTR, seeing as the NTR still doesn't have EXP.

I've tried to look into it with CTRPF searches, but I am sooooo lost.

the original shiny rate is 3,01% in both pair versions, do you really want to encounter shiny pokemon at 1%?

At that point you might as well just apply the always shiny code.

I'll have to take a look into its code.bin and compare it to Ultra Moon's code.bin for difference in each of their codes.
