If it has not been removed, would it be possible to use the weird pinwheel and progress bar screen you can access on switch boot up to get switch cfw? I just wondering this because I can't access or utilize payloads on the switch.

It is used to directly download and update the console (if you can't even boot to recovery mode, iirc).
So technically yes. But your FW has to be signed.
