So because the new Smash update came out and I'm staying on 5.5.1, can I use the Wii U USB Helper to download the Smash Update?

Yes or you can do it on the WiiU even though it's on 5.5.1 all you do is the following

Download nnu patcher and place it on your sd card

Start the wiiu and load homebrew launcher
Select nnu patcher
The wiiu will reset to home screen
Select Smash bros and the game update will download.
