I managed to get the switch to recognize a USB HDD using a Samsung USB-C to USB adapter. The switch does not supply USB power, however, which I suspect is the fault of the
bq24193 power management IC and how it is used in Linux, which meant I needed to apply power to the USB hdd using an external PSU. Perillamint has made a great walkthrough (blog dot quendi dot moe/2018/07/03/en-debugging-nintendo-switch-linux-power-management-battery-desync-edition/) of comparing how the power ICs are used in Linux and horizon, fixing battery desync issues, but I am nowhere near as knowledgeable to do this (and I don't have a 1.8v USB-Serial adapter), especially patching the kernel. I hope someone else manages to get it working.
