Homebrew Twilight menu++ install problem

I have a n3ds xl model, and I tried to install twilight menu for dsi games.
I put _nds folder to root of my sd card and tried to install twilight menu cia file with fbi. But fbi always gives me error about installation process.
I searched and people said it is because not enough twl nand error but fbi says I got 137 mb twl nand and 33 gb free space on my sd card.
Some people said deleting dsware games will fix this problem, but I don't have any dsware games.
And I also tried it with another sd card and my fbi is on latest version.
So anyone have any idea for fixing this problem? Thanks for all helps =)

You really should have asked this in the official TWiLightMenu thread. The dev of the app is always on there and would be able to then help with this issue.
