no, he needs to correctly generate the gct file and correctly loads it.
He also needs to set the correct DNS server in his wifi settings if he wants to connect to private servers.

there's a .txt example to use Ocarina for Mario Kart Wii USA.

Sorry I didn't read the title correctly. you don't want to do it on Wii but only on PC?
You'll have to edit the DNS in your router if you want to redirect the URLS and disable SSL with Ocarina (or patch the main.dol manually).
