A another software for translate?

There is NO software you can use to translate a game, there's only learning Japanese or the language you want to translate from.

I think he means a tool for doing the editing.

If you're referring to tools, there are script editing tools made for each game, since no one game usually has the same pointers.
You could use a hex editor to insert sentences into the game by the hex code for each character, space and punctuation. (You can't just type English or whatever language into a hex editor)

SomaTrans was custom made for SomaBringer. Because file formats change from game to game, new custom tools have to be made for each one.

You won't find custom tools for specific games floating around on the Internet, unless it is a Pokemon game. You have two options to get tools. One is to learn how to program and create these tools on your own. Another option is to become friends with a programmer and convince them to make you the tools. The second option is not as easy as it sounds. The first option requires time and patience.

Yes you can.

But when changing double byte characters to English letters, you must add '00' in hex after each of the letters to make up for the expected two bytes, unless you can set it to use a UTF8/16 encoding, then it gets gets added automatically.

Admittedly, this doesn't help sandslash that much since it would seem his grasp on ROM hacking is lacking. No offense meant, but typically when people ask so vaguely for a tool to translate a ROM (and leave out all other details like what ROM it is), it's pretty easy to infer that they're not fully aware of what it actually entails.
