ROM Hack Translation Pokemon Diamond Help me

Hello, my name is Thales and I'm translating Pokemon Diamond to Brazilian Portuguese...

But I'm in trouble, see:

• I want to somehow change the ä/ö (accepted bythenewpoketext) in ã/õ [the rom originally only accepted >> (ñ)]
• I used an application called "Romer-Beta2.1" that allows me to change the header of NDS games, but when put to work, the No$Zoomer get a white screen and nothing works... If you know some other program to edit the header, help me plz =)
