Anyways, I've been searching and I have lots of questions!

1. WTF is an IOS?
2. And the cIOS?
3. IOS37 rev14? What is that?
4. Do I still need Zelda TP to install homebrew channel?
5. Any backup loader recommended?
6. What functions does a "Virgin Wii" have nowadays?
7. Do they come with the "mii channel" out-of-the-box?
8. Is that SSB Disc Read error fixed officially by nintendo yet?

1. WTF is an IOS?
They are things the system uses to do various things. Never delete them, and don't downgrade them on new Wii's except for IOS15 with the Trucha Bug Restorer.
2. And the cIOS?
Is an IOS thats generally either 36,37 or 38 that is patched with a revision of the dip module and installed to IOS249. This is what allows you to play backups and basically do everything you need to do with homebrew.
3. IOS37 rev14? What is that?
Something that isn't out yet. cIOS38 rev13b is the most recent one, rev13a is a bit more stable. rev14 MIGHT be out this weekend. These are all what cIOS are and they all install over each other to IOS249 if you want to change/update to a different one.
4. Do I still need Zelda TP to install homebrew channel?
No. Bannerbomb/hackmii installer.
5. Any backup loader recommended?
NeoGamma R6 for discs. USB Loader GX or Beardface's Coverfloader for using a hard drive.

It should.

That was a problem with certain Wii's with bad lasers. It shouldn't be a problem with new Wii's. It was also a problem that Nintendo would've fixed for free.

... Not really. The DIP module is patched to permit the reading of Wii backups.
