Scientifically speaking the over orientation is the surperior fashion. It allows one to effortless take as much toilet paper as they please. I'll concede that the under method is better for one who wishes to conserve toilet paper, but that brings us to our next issue; wealth.

The more money you have, the more you eat, and therefore the more you crap. People who crap more need faster access to larger wads of toilet paper at a faster rate. Poorer toilet users crap less and dont need the same type of access as their wealthier counterparts.

In conclusion, plebians use the under method and kings go for the over.

I'd say that's just to make it slightly more difficult for them. Because if a cat wants to destroy your toilet paper, no orientation is going to stop them from making a mess.
