Did you try the luma updater cia app ?
Can't you go online with all games or only with modified game ? (like FE restoration patch)

If it's allowed can you link this app?

install the cia and launch it. Check your currently version, last available version and update if necessary.
Not sute if we need normal or dev version. Try normal version 1st and see if it changes something.

You do not want the dev version unless you are a developer, as the name would suggest.

I had trouble accessing online feature in FE fates (something about ban error code), so i tried the dev version.
Then i still had the problem.
Finally it appears that the problem occured because my FE cia has restoration patch. So i tried online feature with my retail game and it worked, but i've never known if being on dev version did something

Anyway, i'm sure i was able to access Eshop few time ago

You may have had the dev options disabled in the config. Pretty much makes the dev version the same as the normal in that case. I'm sure things have also changed a bit since the last dev version I played with.
