I have been looking through the files of my 3ds' sd card and I cannot seem to find my "tickets.db" file. Anyone know how to make one? (Sorry if this is a stupid thing to make a thread on, just curious)

It's a launcher.dat so it has to be ran from mset or browser exploit.
Anyway, I believe you can use Decrypt9 to dump ticket.db.

I can't dump the ticket.db file because I don't have it and everytime I try it just says "Ticket Dump (SysNAND): failed!"

Well then I'm stumped, also, why are you trying to dump your ticket.db?

Use Godmode9 to mount a ctrtransfer.bin image (probably you would have one backed up when followed 3ds.guide) and copy
    /dbs/ticket.db
    to your SysNAND

    MAKE A FULL BACKUP BEFORE!

    Boot into Godmode9
Browse the SD for your ctrtransfer.bin image (probably under /files9/
    Press A
    Select "Mount as FAT image"
You should be browsing the Image
