Gaming Ticket Redownloaded games on download list?

I'm wondering if I can download some games with tickets and if they appear on my download list can I re-download them for my brother who has a 2DS XL without CFW?

You can't add non legit games to your download list, but when you go to the store page they will be appeared to be downloaded if you installed them as cia.
