Yes, it can. There was a homebrew app that had thousands of codes stored in it, can't for the life of me remember what it is called though.

I've searched google for "psp ir sensor tv" and can't really find anything.
 
The IR Shell is much better
the 5.00 release can learn codes soo
is all good no need to hunt down your own pronto codes

Seriously try it out
very nice i use it alot epecialy at work
to turn off the signs and radio

IRshell is so named because it makes use of the psp1000's IR emitter...
 
Where I sense ComplicatioN has come unstuck is that while irshell was originally designed around the ir emitter it gained many functions (including the ability to stream games over USB) some of which make use of the extra resources the PSP2000 has (to do stuff like multitasking).
