Hacking The Oct 23rd update disallows installing new WADs?

@blazingwold... The description the the thread that says "FINALLY!!! A Fix for The October 23d update!!!" is "Install WADs with the October 23d update!" So lets put 2 and 2 together and try to figure out what needed to be fixed about the October 23rd update.
