There is a TurboGrafx/PCEngine emulator for the GBA called PCE Advance, though I do not know if this will ever get ported to the DS.

If you have GBA capability PCE advance is not bad (although surpassed by jenesisDS/picodrive I had bomberman running acceptably at one point):

As for seeing a DS native one I really do not know. Undoubtedly it is possible but nobody thus far has done anything.
