Super basic stuff, are you hosting the server for people on your network or people outside of your network?
Are you using Terraria Server to host it?
Making sure the ports are open for inbound/outbound connections?

This is how I host Terraria:

1) Set up a VPN such as Hamachi
2) Open up Terraria and launch the world in multiplayer mode
3) Send my Hamachi IP (5.x.x.x) to my friends so they can join
4) ...
5) Profit!

The most common mistake people make when hosting Terraria servers is hosting it on their 192.168.x.x IP, which is always an internal IP (used by your home network) and not an external IP (that the world can connect to). Also sometimes firewalls get in the way.

If using Hamachi to host, all the clients must have Hamachi too and be in the same group (so you can see them online and ping them to make sure the connection is available).

I was figuring the same thing Originality had in mind, he was giving the internal IP which only works within networks.
