I believe so. sct is a part of the nintendo sdk, so nintendo devs created it which is y u can't post the binary here, but a photo - I don't think that would be an issue.

slcmttp = Part of Wii U's memory.
It stores things like covers i betcha.
FTPiiU allows you to access whole console file tree system. [such as NAND, MLC etc.]

You must convert them to Wup format in order to install it with Wup Installer GX2 or crappy SysConfigTool which is in Nintendo database. [And shows in friendlist to others]
