Edit: I tested this myself and I can confirm that the System Config Tool works with other controllers.
Also, for safety reasons I don't recommend downloading the version from the "trade" website. Instead feel free to PM me if you want the version of System Config Tool I was able to install. This version safely works on SysNand with no issues and as stated before, works with other controllers. (However the Wiimote by itself and with the Nunchuck are not recommended, use either the Classic Controller or the Wii U Pro Controller for navigating the app)

You can't change the region. You can only use it to force the gamepad to sync.

You can't change the region, but you can make it region free. I don't think you can do that from Sys Config Tool but if you edit a file on the NAND you can set which regions it accepts.
 
it's the sys_prod.xml. be sure to back it up, 'cause if you mess up, I think you might be screwed.
 
I think you may be able to unban yourself with the file, 'cause it has your serial number in it.
I think the serial is also stored somewhere else, like seeprom or otp, plus there's a superban lfor the very annoying people, like in the 3DS.
 
do you have a psp charger? you can rig that to charge the gamepad. just expose the wires and rig them inside the charging stand. thats what i did and its been working fine for years.

It would help if someone could post sha1 or md5 sum(s) of the safe version(s) as the tool can easily be found via internet search (but different versions)
 
Did anyone tested the changing region of menus, from english to japanese or vice versa? I think it's dangerous, since theres different options between the west and east version of the console menu. For example, the west consoles has languague options in the menu, such option don't exist in the Japanese Wii U. But I'm curious, since I want to make my Japanese console display the menus in english.

it's possible. I own a gba, nds, and ps4 that are Japanese region. I was able to change the language of all three of the. the nds was actually bought in Japan by me. I don't know why they had to make it so difficult with the wii u. since updates are universal, it's likely there's a way in the firmware just like with the others, but probably not without working some hackery of some sort.

Same, but maybe try in redNAND first?

From what I have read, changing the region of the console via sys_prod.xml bricks it, you can only change the game region. For console region I think you should get the desired region files in red/sysNAND first, but I don't think those files are available anywhere and less for users like us.

I have the version of system config tool that supposedly works, but I wouldn't dare to try it without more information, hahaha.

Can I use US gamepad on Jap Wii U by using this tool?

No, I tried but not working. I can pair the gamepad in the system config tool successfully but after exit the tool, the wii u will try to pair again and then will fail. Too bad.

Oh what a shame, maybe it only works with a Japanese pad and American console and not vice versa.
