Hacking SXOS SD Card Emu Band Space Question

Hi all I've just made a brand new emunand on my SD card using SXOS 2.3. I noticed for whatever reason it copied a few games over to the Emunand and some saves. IceI deleted everything I can see from the Emunand but I'm only left with 21gb out of the I assume 32gb the Emunand takes up. I was expecting the empty Emunand to he maybe 29gb but not 21. Is this normal?

From what I can tell a clean nand would be around 26-27gb in size. 32gb isn't really 32gb, it's 29 or there about. I'm just going off my OFW that only has Fortnite and youtube installed which shows 22.4gb free and 3.4gb used.
The firmware does take up some space and I'd say there is some free space allocated to a memory swap file/cache.
