Hacking Switching SD Cards?

Is it possible to switch SD cards when your 3DS is modded?
Will anything break if I drag and drop all the hacked file on my old SD card to a new SD card and use it on the same system?

It depends on how you mod your console. If your on a9lh updated sysnand, you can just copy over the files to your new sd card and that's it. If you are on CFW with emunand, then you have to somehow make an image of the sd card and copy that image to the other sd card(there are other methods but this is the first thing that came to my mind).

If I get a9lh on my 3DS, it will still have Homebrew even if I update SysNand?
All the mods, themes, etc will still be there?

Yes, homebrew will still be available, and yes, everything you have on your current emunand, will still be intact(But just to make sure, back up your saved games)
