Currently watching One Piece (0-300) via Crunchyroll in 1080p. I guess it is nice, but some episodes suffer from streaming pixelation, blur, and double-layering. I know this episodes are the worst batch of the One Piece in terms of bit rate and quality. But, is it possible to upscale these episodes (via 1:1 DVD Rip) with GPU Accelerated Upscaler like ArcSoft SimHD (outdated) or MadVR?

P.S. How did Toei Animation upscale their first 300 One Piece assuming they did not re-animated the series?

Want to have the DVD Rip (720x480) in 4:3 aspect ratio in either (1440x960) or (2160x1440) or (2880x1920).

Crunchyroll's One Piece is cropped to fit 16:9 I rather just have 4:3 to see all the action.

Yes, I have heard about waifu2x before, and the results and marvelous. But, to sure how to implent it. It seems that there is no dedicated program. The other thing is that I am aiming 300% upscale, too.
