Hacking Super Paper Mario Problem

I have a little problem...

I have twice tried to play this part: chapter 2-2

Im in the elder merlon's house and i have checked all the room... i go to the maid and press up to speak with her. I press twice a button then game freezes... and some kinda annoying sound starts to play.

I have tried to push reset button... and everything but i have unplug my hole console and restart a game.

Where is problem?

that is a known problem with the pal version, google it you have to do something before you talk to her iirc
nothin to do with ripping/hacks/mods/whatnot
nintendo even sent out new pal discs to fix this

But why nintendo is releasing games with fucking bugs like that? Really freaks me out.
