Plus, it gives me results that I should only be getting with optical fiber apparently, and I really doubt my parents would waste money on something they wouldn't use.

You're supposed to. It depends on the time of day you try. ISPs throttle download speeds during high load times. Early morning my connection gets up to 1MBps during the evening I get 0.25MBps. And that's assuming my little sister isn't streaming 3 different movies AT THE SAME TIME!
Basically that's normal.

That's probably because of Speedboost.
It's something Rogers and Shaw use. Look it up.

Wait, when you come to Australia when you get off the plane these spiders and snakes and whatnot that Australia is known for are not going to attack you to death, I mean I live in a country town we still don't get that, I mean a couple of red bellie black snakes a year and they aren't even scary, my friends dad owns three taipans (and about 70 odd venomous snakes) and about 8 Crocodiles.. it isn't scary going near them.
