Hacking stuck on home menu white screen

i've recently downgraded my o3ds LL to 9.2 (jp), installed an emunand, and region changed the emunand to US. Whenever i try to access one of the four apps on the top of the bottom screen (internet, friend list, miiverse, game notes), it works fine but whenever i try to go back to the home menu after that I get stuck on the white screen with HOME menu.

It probably did - more than likely you installed a bad cia somewhere. I don't know much about region-changing but if you link the guide you used, someone else might recognise a problem in it that could lead to your issue.
