Well this is a learning experience for us all and after doing a bit of reading try reinstalling the cIOS37 im not sure if your going to want to run it as ios 249 or what but its worth a try.
Another idea to just verify what the problem is download the Gecko OS 1.9.1.1 (or any Gecko OS 1.9) and then place that boot.dol into a folder in your apps folder on SD card.
Run HBC and then run Gecko OS boot the game channel(N64 VC or wiiware) via the gecko OS and it might also fix your problem hope this avoids you having to buy a new wii.
Also have you installed IOS 38, 53, & 55 that could also help. Most of the problems occur with wiiware and not VC but maybe they can be fixed the same way.
I still suggest doing the Gecko OS method first and messing with the cIOS last.
