Steam download not being removed?

yeah.. the title is a bit vague, but steam has been keeping skyrim in it's downloads page constantly for about a month now.. and when i click X to remove it, it reappears when steam is reopened... anyone know what i should do? i got a video showing what's going on.

properties
local files tab
verify integrity of game cache

see if that works

that has a chance of deleting the many other mods i have installed... which aren't through the workstop

That is most likely why its showing up

i've had the game for over a year, and i've had mods installed for about the same amount of time, i don't think it's the mods

Verified the game cache and still doesn't go away.
