Hacking Spongebob Boating Bash freezes with usbloadergx

I'm having an issue where SpongeBob Boating Bash freezes on the title screen. I see others have had the issue before:

I tried changing cios to no avail. The user in the thread ended up changing the drives and it worked. Then I found this:

It seems the Dolphin emulator has the same issue, seemingly related to the transfer speed. Has anyone got a fix for this? I just replaced my drive, don't really want to replace it again just to get one game working.
