Ok...

I downloaded the starter kit from https://github.com/yellows8/3ds_webkithax

I unzipped the files onto my SD card.

I safely removed it from my laptop and put it back into my 3ds. I deleted cookies, history, and did the "initialize save data" thing. I then exited.

It walked me through the whole "welcome to the internet browser!" thing, and I typed in the address http://yls8.mtheall.com/3dsbrowserhax_auto.php

The slide bar comes up...but I can't seem to move it AT ALL.

UPDATE: Ok, so I FINALLY got the homebrew launcher to launch. My only option is "region free launcher"

When I tried to load Stella Glow, it got hung up on a blank screen and froze. I shut down my system, booted it back up, and now I'm in the Homebrew Launcher page again. No idea what to do from here so I don't fubar things.

ARCode is sopposed to freeze when applying codes.

You won't be able to use the internet browser while using homebrew so you can't use any cheats.
That's the most important part since I noticed you were wanting that.

PM me, I'll give you my skype. I'll run you through downgrading your 3DS, setting up emuNAND, and downgrading your browser. May not be entirely necessary with what you want but it'll open up a lot of options and you won't need help setting it up if you want down the line.
I like helping people with this stuff so I won't mind explaining it a lot.

Also is it possibly to make a scan code that turns your animals from one thing into another? Example Barn 1, animal 4 make animal into llama/goat/different breed of cow etc etc

I got the idea to make an ingredients code for EO2U like the shop code, that'd give max of all ingredients in your cafe's storage, but the values I'm looking for keep jumping between reboots... it's always either 0311cb25 or 0311cba5 that it starts at.

No experience with this sort of thing. guess I could make two codes and be like 'if this one doesn't work use this one' but the game might have an adverse reaction to using the wrong code. :\
