Technically its possible, Ive already successfully downgraded from 10.3 to 9.5 and then to 9.2 emunand to test it and so far it's all compatible with the new ReiNAND release. I don't have an emunand to format though as I don't have any CFW installed. Do I have to install a different CFW (rxtools) to create the emunand first, then switch to the newest reinand to allow me to update the emunand to 10.3?You could probably just use @d0k3's EmuTool9 to format the emuNAND and all that. It's over in the HB development section. After that it should just be a matter of copying the Reinand files to the proper place.
No. You need either emunand9 or the GW launcher to format your emunand. Wasn't this question JUST answered? Yes. When you create an emunand it formats and repartitions your SD card. So you want to backup the contents first, then copy that stuff back when you're done. Thanks mate! I've just found the emunand9 thread and the screenshots have cleared it up as they show the options for formatting the SD card for a fresh emunand and cloning sysnand to emunand. So, it looks like the steps would he:Format emunand is how creating an emunand partition is called.

Sure, but it's always easier to install a cia manager on sysnand before you format emunand (you can do this through the browserhax+ctrbootmanager+Homebrew launcher). And you'll need to setup your NNID on sysnand again before using eshop on either sysnand or emunand.Does that look about right?

- Reinstall hax
- Use emunand9 3dsx to create emunand partition and clone sysnand to emunand
- Unlink nands
- Follow the tutorial linked above to get the newest reinand running
- Boot into emunand using reinand
- Update emunand to 10.3

Seems people missed my post. I saw that we can install FBI.CIA on EMUNAND via EMUNAND Browserhax->HBL -> NASA with the latest beta ReiNAND EMUNAND 10.3 now!Naw mate, just backup your files to the PC (Dont use Mac cause of the extra files it creates), then Upgrade to 10.3, downgrade to 9.2 (Easiest), then boot to HBL, boot Pasta/MiniPasta install FBI/DevMenu (Boot back into Pasta to make sure the apps show up, then back to sysNand to check if FBI shows up). Backup your files again, Use EmuTool9 to format/create an emuNand, copy the stuff back and you're good to go. Use ReiNAND to boot into 9.2 to check, make sure your files show up. Then finally power off, remove MMC, format system to unlink NAND's, then you can backup your EmuNAND that has all your stuff in it and use that to Upgrade/Downgrade via sysUpdater.cia in EmuNAND.
Ignore this if you've already done it though.

As long as you're smart enough to remove the SD card when formatting sysnand (through system settings, anyway)it's so when you clone sysnand to emunand, it appears in emunand. formatting sysnand unlinks them but won't erase anything from emunand
