maybe new nintendo 3ds could handle this gameYou wouldn't have to crop the image like that. In actuality, in the sharp pixel mode without the blur or scanline filters applied, Sonic Mania's "true native resolution" is 424x240. The consoles and PC versions upscale it to HD or 4K and can use the higher resolutions for those filters. But the game's "true" resolution is actually far lower than that and in fact fits almost perfectly with the native resolution of the 3DS' top screen. 3DS is 400x240, which is only 24 pixels less than the game's native.
Here's some images of Sonic Mania at its native of 424x240, crop 24 pixels off the left and right and you'd have a good idea of what it would look like on the 3DS (you can even view them on your 3DS to see what it might look like)-
