You wouldn't have to crop the image like that. In actuality, in the sharp pixel mode without the blur or scanline filters applied, Sonic Mania's "true native resolution" is 424x240. The consoles and PC versions upscale it to HD or 4K and can use the higher resolutions for those filters. But the game's "true" resolution is actually far lower than that and in fact fits almost perfectly with the native resolution of the 3DS' top screen. 3DS is 400x240, which is only 24 pixels less than the game's native.

Here's some images of Sonic Mania at its native of 424x240, crop 24 pixels off the left and right and you'd have a good idea of what it would look like on the 3DS (you can even view them on your 3DS to see what it might look like)-

Actually fun fact, renegade kid, the team behind mutant muds, actually approached sega to port Sonic mania to the 3ds. I can't remember if they were either bought out or they went under, but they ended up not being able to make the port. There's some fun trivia to get out of this thread. Now can we close it?

Not with that UI, no. I wouldn't mind a port, but there's no reason to have to look down just to see your ring count or timer :c
 
Maybe the bottom screen could show a map and where you are.
Only purpose i could think for the actual bottom screen, it's just, as you said, the map. This could work very well in the Special Stages and Bonus Stages. Also, a fun gimmick i just imagined, is that during the Pinball Bonus Stage, the top screen works as the Eggman Monitor, while the bottom is the actual Pinball
 
This won't be possible without Mania's source code. I don't even think that Retro Engine v3 is open source, and Mania runs on v5. I recall either Taxman or Stealth made a tech demo for Sonic 2 on the 3DS at one point, showing how it could run the Retro Engine v4, but that was never released.
