Some dynamic pages not available in guest mode

korbinian on IRC wished to note https://gbatemp.net/dynamic/gbatemp-net-irc-server.57/ , which is linked in https://wiki.gbatemp.net/wiki/IRC (top of page and bottom if it needs changing) gives a 404 in guest mode. When logged in as me however it showed them fine.

That page is marked as "staff only" and should probably be removed from the wiki I guess... I don't know why it's set as staff only though.

Technically it has the IRC rules so probably best replicated somewhere if going to be lost.

Also many of the dynamic pages were staff only for doing things with the game database or portal posts so might have all been shuffled to staff only during an upgrade.

A lot of dynamic pages got turned to "staff only" because nobody is maintaining them so they contain a lot of outdated info.
I updated the wiki page with the rules and did some small fixes, but someone who actually uses IRC may want to do a proper update.
